The Fresno City Council is expected to vote Thursday on whether to privatize residential solid waste collection.
So far, the city of Fresno has gone as far as calling for proposals.
Right now, leaders appear to be ready to award the contract to Mid Valley Disposal.
The privatization has drawn its share of controversy from unions, saying this will cut workers' jobs.
The proposed contract says residential customers can expect to see their bills drop by 17 percent.
The city will receive about $2 million from Mid Valley.
The company would also offer the displaced city workers a job for at least a year after the transition.
